Is history more linear and progressive or cynical and repetitive?

There is evidence that can prove either to be true, or for one to be "more true" than the other. There is a quote said by George Santana, "If we do not learn from history, we are doomed to repeat it." Within this quote, it can be inferred that Santana believed that history repeated itself through a series of similar events. For example, World War I and World War II. Both could arguably have been started by Germany. Abraham Lincoln and John F. Kennedy's deaths have been compared to each others' with striking resemblance and coincidences .
